Mr. Vogel joined Mercy in February 1994. He previously held the position of president and CEO of Health Partners of Alabama, Inc., a 48,000-member IPA-model health maintenance organization owned by Baptist Medical Centers of Birmingham, AL. Other prior positions include vice president of Blue Choice HMO, based in Rochester, NY, and senior staff and planning associate with Finger Lakes Health Systems Agency, also in Rochester. Mr. Vogel holds a master’s degree in public administration from the State University of New York at Brockport.
